Input actions work from service initialization and main, and reading an uninstalled package's manifest no longer fails.

• sdk.action.run can run actions with input from init, dependency init handlers, and main, as well as action handlers.
• sdk.getServiceManifest reads null for a package that is not installed, instead of failing.
